A bill to legalize paid surrogacy in the state of Michigan is now heading to the full Senate for consideration.
Michigan is the only state with a criminal ban on surrogacy compensation.
The bill would set standards to protect the biological parents, the surrogate and the child.
Surrogates would need to be at least 21 years old, undergo medical and mental health evaluations, have given birth at least once before and have legal representation.
