The Kent County Sheriff's Office says a 16-year-old is in custody after allegedly driving a vehicle that dragged and seriously injured another teen.
The teen is expected to face multiple charges.
Officials say two groups of teens gathered on June 15 so they could sell a vape pen.
Officials say there was an argument and 17-year-old Colin Rogers was dragged by a car.
Colin Rogers' father, Clay Rogers, says his son sustained head trauma and had to have surgery to ease brain swelling.
