Rosa Parks Circle in downtown Grand Rapids has seen better days.
Grand Rapids Parks and Recreation Director David Marquardt says the city is at a point where restoration to the area can happen.
Almost 20 years ago, the space was dedicated.
Now the concrete steps are crumbling and the metal façade on the restroom building is dented.
Marquardt says the area originally called for more durable materials but more cost effective materials were used.
