GRAND RAPIDS, Mich. (WOOD) — The Grand Rapids Police Department says that they were following protocol during an incident involving 28-year-old Kavosaye Phillips earlier in May.
The incident took place at the intersection of South Division Avenue and Delaware Street SE where law enforcement found Phillips asleep in his vehicle. Phillips' mugshot did show multiple injures to his face.
