Ex-officer who held gun to man’s head won’t be charged

GRAND RAPIDS, Mich. (WOOD) — A former Grand Rapids Police Department officer who pointed his gun at a handcuffed suspect’s head will not be charged.

Kent County Prosecutor Chris Becker said in a release Tuesday that his office will not be filing any criminal charges against Officer Kevin Penn.

Monday, 24 Hour News 8 obtained body camera footage and a recording of a 911 call of the intense moments that happened the night of Aug. 19.

In the video, Penn can be seen pointing his gun only a few inches from a robbery suspect’s head. The suspect, Javonte Howell, had been tased by police just moments before.

GRPD said Penn was suspended Sept. 12 after fellow officers reported him for excessive force and Internal Affairs launched an investigation. Penn resigned before the investigation was complete.
