KALAMAZOO (WOOD-AM) - Kalamazoo County Prosecutor Jeff Getting has filed a murder charge against the boyfriend of a 35-year-old mother of eight from Portage who has been missing for more than a year.
Carlos Watts was at a halfway house on parole on the night Heather Kelley disappeared.
Setting says watts will sentenced tomorrow for turning off - and removing - his electronic tether, then escaping custody.
Kelley's remains have not been found, but Getting believes they have enough evidence for a conviction.
Kelley's car was found with her blood on the front and back seats.
