The Kent County Recycling and Education Center is closed until further notice after a sidewall collapsed at the facility on Monday.
The department says all recycling materials collected will be diverted to the trash incinerator.
The Department of Public Works says bales of cardboard shifted and pushed through the wall, damaging an exterior wall.
